The COVID crisis has resulted in the initiation of an economic recovery plan at the national and European level.

What support and subsidies are now available for SMEs, mid-sized companies and large industrial groups in the packaging sector in France?

1. From consulting to the integration of digital solutions

In France, support for the digital transformation of manufacturers covers upfront analysis and strategic consulting, the implementation and/or purchase of digital solutions, and user and management training.

We have attempted to list the various subsidies, repayable advances, loans, tax incentives and other support measures in the following paragraphs. This list is not exhaustive, and these support measures vary by Region. Our financing experts can help you identify the most suitable support measures based on your strategy and ambitions.

2. Players and support measures available for digital transformation

The France Num initiative aims to support companies in all sectors in developing their business through digital technology. This initiative translates into several support measures, provided by the CCIs and Chambers of Trades (free diagnostics, for example) as well as by lending organizations. To discover the list of support measures to date, particularly Region by Region: https://www.francenum.gouv.fr/comprendre-le-numerique/quelles-sont-les-aides-financieres-pour-la-numerisation-de-votre-entreprise#:~:text=R%C3%A9ussir%20la%20transition%20num%C3%A9rique%20de,%C3%A0%20hauteur%20de%2070%20%25%20maximum.

For industrial VSEs-SMEs (3 to 50 employees), it is possible to apply for a “Prêt Croissance TPE” (VSE Growth Loan) of €10,000 to €50,000 to finance their digital transformation, without personal guarantee or security. 3. Players and support measures available for industry 4.0

The Support for consulting on the industry of the future is a co-financing of 50 to 100% of external consulting services to carry out a diagnostic and define the roadmap, and then possibly monitor the implementation of industry 4.0 technologies.

The call for projects to support the most structuring industrial projects for the territories, by BPI France, is carried out according to a specific schedule. Subsidies are granted based on industrial transformation projects with a minimum investment of €200,000 (eligible expenditure base): https://www.economie.gouv.fr/plan-de-relance/profils/entreprises/soutien-investissement-modernisation-industrie (see the “territorial component”)

The Regions also participate in the financing (subsidies, repayable advances) of the industry of the future. We invite you to contact your local authorities.

4. Other financing solutions

In addition to subsidies, repayable aid and loans (State, Regions, CCIs and CMAs, BPI France), there are also financing solutions through the strengthening of your equity.

Here is an example with the SME Strengthening Fund (FRPME), which is aimed at SMEs and mid-sized companies with a turnover of more than €5 million. Packaging manufacturers are eligible for an equity strengthening of between €500,000 and €5 million. 5. 2020 support measures awaiting renewal

The support for transformation investments towards the industry of the future led by the ASP (Agence de Services et de Paiement) saw the submission of files close in December 2020. We hope that it will be renewed: https://www.asp-public.fr/aide-en-faveur-des-investissements-de-transformation-vers-lindustrie-du-futur

The tax incentive of digital super-depreciation corresponded until 2020 to reducing the taxable profits of an industrial company by up to 40% of the expenses related to its digital transformation: https://www.impots.gouv.fr/portail/actualite/le-dispositif-de-suramortissement-numerique
